UNDP has supported Djibouti since 1979 in its solutions to development challenges and capacity building that will help them achieve the goals of sustainable development. In line with the Djibouti National Development Strategy, the UNDAF and the UNDP Strategic Plan, we are committed to supporting the Government and people of Djibouti.

Context

UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNDP helps countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results. In Republic of Djibouti, UNDP collaborates with national actors and partner institutions for the country’s human and sustainable development. The presence of UNDP in Djibouti is defined by a Standard Basic Assistance Agreement signed on 5 October 1979 with the Government of Djibouti. UNDP is currently working in Djibouti in three main areas:

• Strengthening livelihoods and access to basic health services

• Environmental sustainability and resilience to climate change

• Enabling an inclusive governance framework for sustainable development

Task description

Within the delegated authority and under the supervision of the Resident Representative or her designated mandated representative(s), the UN Volunteer Coordination, Partnership and Resource Mobilization Specialist will:

• Assist in collection and analysis of information on SDGs and Agenda 2063 priority areas including poverty eradication, structural transformation, resilience-building resilience,

• Provide support to SDG exploration, experimentation and solution mapping in the context of UNDP’s SDG accelerator labs and Country Innovation Facility projects,

• Contribute to research and analysis with a view to identifying promising areas of innovation, South-South Cooperation (SSC), partnerships and resource mobiliza-tion,

• Contribute to effective reporting of development solutions including corporate re-porting requirements,

• Contribute to implementation of policy dialogue, training and capacity building events,

• Carry out additional related activities as requested by the RR. Specifically, the UN Volunteer Coordination, Partnership and Resource Mobilization Specialist will: Coordinate the development of UNDP’s strategic partnerships in the Country Office

• Advise Country Office on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and de-velopment partners.

• Update the country office partnership and resource mobilization strategy and ini-tiatives with implementable action plans as the need emerge.

• Develop and implement differentiated fund-raising strategies, aligned and coordi-nated with country-level initiatives and outreach activities.

• Comprehensive mapping of key country and regional funding partners with a focus on foundations and private sector targeting. Build trust and maintain effective relationships with development partners

• Provide substantive technical support to the Representative and colleagues in the preparation of missions, meetings and other consultations with development partners, including the preparation of notes, briefs and other materials;

• Lead and coordinate thematic teams to act as direct entry points for development partners, building institutional relationships and tracking action points by team members;

• Promote the use of high quality and timely reports to development partners and external constituencies for resource mobilization efforts.

• Promote engagement of strategic partners with UNDP initiatives, including in stra-tegic planning and/or prioritization activities, in monitoring and in showcasing UNDP’s work.

• Conduct regular partnership surveys to inform strategic partnership engagements Strengthen internal resource mobilization capacity & oversee knowledge building

• Provide technical support in the preparation of funding proposals and concept notes;

• Provide technical support to the development of project proposals in line with the UNDP’s strategy and the interest of development partners;

• Provide regular development partner intelligence

• Provide strategic advice to the Representative and staff on building and maintain-ing partnerships and positioning with potential development partners.

• Facilitate partnership resource mobilization training to program staff and manag-ers based including the development of tools and products.

• Share knowledge on partnerships and resource mobilization to enhance organiza-tional learning among team members.

• Collaborate with the communication and Program teams on a plan of action to give greater visibility of CO’s results to the donor community

• Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management). Support the Coordination functions as follows:

• Undertake reviews of key strategic documents, reports, and generate information for background materials, concept notes, activity programs, presentations, reports and other knowledge products, to inform the work of the Strategic Planning and Coordination of the office.

• Conduct analyses of key materials, reports, and undertake searches of strategic documents and data sources, to inform the facilitation, coordinating and support-ing the Annual Work Planning development and Strategic Note development pro-cesses in Country Office.

• Support the planning and facilitation of meetings/events for the Annual Work Planning development and Strategic Note development processes of the country office and leadership related interventions by UNDP Djibouti Office.

• Support the management of program oversight-related initiatives, including pro-gram meetings, Program Appraisal Committee meetings, and facilitating of UNDP Djibouti Office program oversight efforts;

• Provide other relevant programmatic or administrative support as may be re-quested by the supervisor in implementing UNDP Coordination, Partnership build-ing and Resource Mobilization functions. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.

• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering or encourage rele-vant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Skills and Qualifications

3 years of experience in

• Experience with project/programme design and monitoring and management working in countries with humanitarian, conflict and development challenges is an asset;

• Experience working in the UN or other international development organization;

• Experience in development of Knowledge Products will be an added advantage;

• Proven excellent coordination and collaborative skills;

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;

• Accuracy and professionalism in document production and editing.

The UN security Level is at the level 3 for Djibouti-Ville. The average temperature varies from 23º to 29º in January and from 31º to 41º in July. Annual rainfall ranges from 127 mm in the capital to 380 mm in the mountains. There are local banking facilities only in Djibouti-Town and it is recommended to open a bank account. Credit cards are not wide-ly accepted in Djibouti. There are few automatic teller machines (ATMs) in Djibouti city. These ATMs only accept Visa cards and are frequently out of service, and travellers should not depend on them as the sole means for obtaining currency. French, Afar, So-mali and Arab are spoken by the local population and by the authorities. Availability of flight is as follows: Two weekly flight AIR France from Djibouti to Paris, Two daily flights with ETHIOPIAN Airlines from Djibouti to Addis Abab, twice a week flight with Turkish Air-lines from Djibouti to Istanbul, twice a week flight with Qatar Airways from Djibouti to Do-ha, daily flight Kenya Airways from Djibouti to Nairobi. At the arrival, it is recommended to book a room in an authorized hotel (Kimpinski, Sheraton, Acacias, Bavaria, Alia, Ali-Sabieh and Auberge Le Heron. There is also the possibility to rent a private accommoda-tion soon after few days passed at the hotel. For taxi, you are recommended to use only those painted in white and green or those provided by your hotel. Please make sure they know your intended destination and negotiate the fare before starting the journey. You are strongly recommended not to use buses as they are poorly maintained, and their op-erators even driven erratically with little regard for passengers’ safety.
