TERMS OF REFERENCE FOR KAP SURVEY/ASSESSMENT IN PUNTLAND, GALMUDUG, JUBALAND, AND SOMALILAND FOR THE SOMALI WASH SERVICE DELIVERY IMPROVEMENT PROGRAM (SOWASDIP)

Background Information

Somalia displays the highest score on risk level in the world1 due to long-standing political instability, armed conflict, environmental stress and weak governance structures. The SOWASDIP program is designed to, among other efforts, endeavour to reduce this score.

ADRA’s WASH strategy for Somalia is fully aligned to the FGS’s development priorities as articulated in the NDP and ADRA is working to complement the government’s efforts in its pursuit of the NDP. The government’s recent policies demonstrate its strong commitment to improving the state and its people’s livelihoods. Approximately 350,000 are expected to be reached through this program.

Target locations

This WASH program aims to cover following areas based on level of need: Qardho, Badhan in Puntland, South Galkayo in Galmudug, Kismayo in Jubbaland, Ergabo, Burco and Las’anod in Somaliland.

Purpose and objective of the consultancy

The purpose of the consultancy is to generate comprehensive baseline information on the current WASH services in the project’s implementation locations in Somalia and Member States. The information will inform MYRP WASH programming in these regions and support implementing partners to understand and monitor the progress and results of their WASH interventions in the regions.
